On October 15, 2020, a special party course on "Interpretation of the Civil Code of the People's Republic of China" organized by the Pattern Business School was held at the Shijiazhuang Science and Technology Center. Li Yong'an and Sun Xiaopei from the Zhongyuan Party Branch in Hebei participated in this study on behalf of the branch. The special party lesson was taught by Yang Lixin, a Chinese civil law scholar and professor of Renmin University of China. Party members and comrades from several party and government organizations, such as the Hebei Provincial Department of Justice, the Hebei Provincial Procuratorate, and Pingshan Party School, also participated in the study.
In May 2020, the Third Session of the 13th National People's Congress deliberated and passed the Civil Code of the People's Republic of China, which is the first law named after the "Code" since the founding of New China. The Civil Code systematically integrates the civil legal norms formed by long-term practice over the past 70 years since the founding of the People's Republic of China, draws on the excellent legal culture of the Chinese nation over 5000 years, and draws on the beneficial achievements of human rule of law civilization construction. It is a code that embodies the socialist nature of China, conforms to the interests and aspirations of the people, and meets the requirements of the development of the times. As members of the CPC, we should deeply understand the connotation of the Civil Code and fulfill the responsibility of active learning and lifelong learning.
Professor Yang Lixin gave a detailed introduction to the Civil Code from the perspectives of the necessity of formulating the Civil Code, the process of formulating the Civil Code, and the legislative results. He also counted the five drafts and final drafts of the Civil Code, which ultimately became a code that embodies equal protection of rights in various aspects such as life and health, property safety, transaction convenience, life happiness, and personal dignity. Professor Yang also emphasized the content of the human rights chapter in the Civil Code, which guarantees that every citizen enjoys personal dignity and independent social status, and strengthens the comprehensive protection of personality. From the trivialities of life to lifelong events, from birth to old age, the Civil Code ensures an endless life.
The Civil Code is a major achievement of China's socialist rule of law construction in the new era, and a powerful guarantee for comprehensively governing the country according to law and building a socialist rule of law country. From drafting to promulgation, a code of laws with high, deep, warm, and broad significance has been formed. From a high perspective, the Civil Code is a strategic measure for comprehensively governing the country according to law and an important manifestation of social issues; In depth, the Civil Code helps to develop the socialist market economy and consolidate the basic economic order of socialism; From a temperature perspective, the Civil Code responds to the needs of the people for the rule of law, including the people's feelings of loving, protecting, benefiting, and benefiting the people, and contains strong humanistic care; From a broad perspective, the Civil Code has significant implications for governing the country. It is a legal code written for the people to achieve a better life, and we must deeply understand and grasp its profound significance. Li Yong'an and Sun Xiaopei stated that they will bring the knowledge of the Civil Code learned in the special party class to the study meeting of the Zhongyuan Party branch in Hebei, and give full play to the proper role of the Civil Code as a vital tool for safeguarding the country.
